The Trump Administration’s Approach Towards Strategic Use of Foreign Aid Resources in Unstable Regions: The Case of the Middle East and North Africa.

The Donald Trump‘s ascension to power created uncertainty about the future of foreign aid policies of the United States as the largest global donor. The new president demonstrated both a scepticism towards a large-scale utilization of foreign aid tools and a willingness to provide such assistance to support mutually beneficial transactions. The U.S. programmatic documents of various status and type continue to pay substantial attention to foreign aid. Nonetheless, a comparison of the Trump-era documents with their earlier versions helps identify a complex combination of novelty and continuity in the current policies of the United States as a donor. An articulated reorientation of aid towards countering security threats on global and regional levels coexists with a clear understanding of indissoluble linkages between security and development (especially in the Arab world), which was characteristic of the George W. Bush and Barack Obama presidencies. However, the Trump administration is willing to downplay the democracy promotion agenda and to provide support predominantly to political forces capable of ensuring security and stability.
