The Arab Awakening had a complex and lasting impact on the countries of North Africa and the nature of their interaction with the outside world. One of its dimensions was the reduction of the capabilities of North African states in the field of migration management and the transformation of the region from the transit zone into a source of new waves of migration. Accordingly, this issue become much more significant both for regional and global actors, primarily the European Union. The EU is the major provider of development aid and security assistance for the North African countries.

The article discusses the activities of the EU Emergency Trust Fund for Africa as an important financial and political instrument for the implementation of the modern EU migration agenda in the North African region from 2015 to 2019. With the help of this tool the European Union sought to assist the partner countries in addressing the root causes of migration, supporting vulnerable migrants and their host communities, as well as in conflict resolution and border protection, including with the help of the new approaches and technologies.

The article assesses the activities of the Fund in Libya, Morocco, Egypt, Tunisia and Algeria.

The article traces the change in the initial strategic priorities of the Fund and its approaches to project implementation over time and in response to changing situations in the countries of the region. An attempt is made to critically evaluate the results of the activity of this instrument, which will finalize its activities in December 2020.
