United States Policy toward Global South Information and Communication Technology Sector Development Assistance: On the Eve of Inevitable Transformation?

This article is aimed at analysing the U.S policy in assisting digitalization of Global South countries. To achieve this aim we look at the current situation of the U.S official development assistance flows to the ICT sector – more specifically, we study official policy documents, agencies involved, compare the aid flows, determine regional and country assistance priorities. Furthermore, this article is specifically targeting the most recent developments in this sector, given the rising technological competition between the U.S. and China, in particular in regards to 5G deployment. The U.S. are significantly behind its peer competitor China when compared by the assistance flows to the developing world. This fact enables many politicians and think tanks to push for renewed efforts in this direction. It has already forced trade facilitation agencies to deploy massive programmes in the Global South, and the development aid agencies will undoubtedly follow this lead soon. However, this new ICT sector aid will not only be locked for American businesses only, but also will come with some other strings attached, including cybersecurity and cross-border data flows regulation change conditions.
