The CSDS Research Fellow Luiza Khlebnikova presented her paper ''Israel's comeback to Africa: capabilities and limitations'' at the 14th International African Studies Conference ''Africa and Africans in National, Regional and Global Dimensions'' that was held by Institute for African Studies, Russian Academy of Science.

The annotation of the presentation:

In the beginning of 2016 Israeli Prime Minister Benyamin Netanyahu declared Israel’s comeback to Africa. The key directions of Israel’s new African policy were emphasized as sustainable development and counterterrorism. Israeli government also is very interested in providing better conditions for Israeli businesspersons in Africa. In general, Israel seeks to achieve strategic (expanding her influence in the region), political (obtaining needed votes in the UN and searching ways to resolve Israel’s African refugee issue) and economic aims in Africa. In their turn, African states aim at getting Israel’s help in fighting terrorism and overcoming development challenges (poor education, poverty, gender inequality, climate changes etc). Nowadays the most fruitful cooperation between the Jewish state and an African state are Israeli-Kenyan and Israeli-Ethiopian relations that develop intensively in the development and security domains. However, on a way to prosperous and stable relations, Israel and African states face different impediments, spoiling their relations. This paper seeks to analyze areas of common interests and differences between Israel and African states.
